Great Person Generating Synergy

So I'm playing a game as France and have gotten to the point where it's time to generate my first great person. I have 98/100 great scientist making 2pt. My great merchant bar is 98/100 producing 4pt. Next turn comes up and the scientist is born but the merchant bar reads 102/200.

As far as I can recall, I should have generated both people, shouldn't I?
