Yoink achieved when not playing as Austria

I recently played a game as Spain, with Austria as a neighbor.

About half way through, Austria annexed a city state that (I assume) had 15 units.

This resulted in me getting the "Yoink!" acheivement.

The description for "Yoink!" states that you must be playing as Austria and annex the city state yourself.

It was disappointing to get the achievement without having properly earned it, just because Austria gobbled a unit-rich city state while I was playing.

I had the same thing happen as Spain in the ITR scenario. Perhaps it's a Spain thing?

I got the "Greed is Good" achievement ("Have a city with the Colossus, Petra, a Caravansary, and a Harbor") n my first BNW game -- except it wasn't me. I later found who in my game did it -- Morocco. (I was playing the Shoshone.)
