Whipping anger fading sooner is ofcourse good.
But with proper optimization, you can have two more citizens working tiles for a few more turns. Earning you a few more hammers or commerce.
The two things have to be weighted against each other, to properly determine what action is optimal.
Or with abundant food and little hammers, you may want to optimize the whip/hammer overflow and ignore the whole food/growth optimization. *It depends on the map*
