Stagnant (Growth Control) for the Calabim

I like the avoid unhappiness feature as a whole, but as the Calabim post Governor's Mansions I'd like to be able to grow my cities into unhappiness, but am unable to do so due to the "Stagnant (Growth Control)" message that appears on the city food bar when it is full. How canI (temporarily) disable this feature?

you just have to click on the button to the right of the food bar in city view
