A Crazy Idea

It may require some thought about the aims of the scenario...Maybe not rely on warlike units like the usual Knights, Tanks, and Nukes...

How about the scenario conquering being purely driven by diplomats/spies, and instead of spending gold to bribe, perhaps have "faith" points?

Soft power is far more interesting than a conquer-fest in this context...

I would begin the scenario as MM suggests, arounf 900 AD, when all the faiths big were in place...
That way, you can have Paganism, Judiasm, Hinduism, Christianity, Islam, etc...

I think this scenario has tons of scope to be really interesting if you spend some time developing unorthodox playing paths...
