War weariness depends on turn order for the AI

When an AI player attacks an earlier AI both gets war weariness, when he attacks a later AI nothing happens.
For human players in a hotseat game, this works as expected.

If you skip turn, Byzantine and Mongols will do practically the same, but there will be more unhappy people in Karakorum than Constantinople.

Technical detail:
It look like war weariness is stored 2 places in the savefile. The first is updatet as expected, except it does not include the start bonus when you are snikattacked. The other, both or none gets the penalty.
 
This bug also affect human-AI battles. Both the human and the AI gets the penalty the human should have.

If you attack and kill the AI swordman, the AI does not suffer from ww. If you attack and lose (use the warrior, and run away with the knight), the AI will get ww. The next turn, you can use the spy to investigate the city to confirm this.
