1) The city of Lüshun (Port Arthur) shall be leased as a treaty port to the Russian Empire for a period of 99 years.

2) The Empire of China shall give docking privileges to Russian ships at a reduced cost.

3) The Empire of China will allow Russian forces access through Chinese Manchuria.

4) The Empire of China will allow Russian companies to hold sole production rights over the resources in Chinese Manchuria.

5) The Chinese Empire shall allow Russian railroad companies to create railroad lines throughout Manchuria for the benefit of both nations.

6) The Russian Empire acknowledges the friendship between the Russian and Chinese nations.

7) The Russian Empire will seek to help the Chinese Empire in modernizing.

Happenings in Europe

Bavaria has begun sweep infrastructural reforms, specifically in the realm of railways and canals. The land-locked nature of Bavaria has been an impediment to it's ability to trade, so it seems like they're trying to make the best of a bad situation. (+Bavarian Economy)

The University of Munich has begun to offer further grants and scholarships towards the brightest minds it can find.

Calls for annexation by Prussia were made by some German Confederation leaders.

The Imperial Railroad Company was established in France, at the whim of Emperor Napoleon III. For the past few decades, the French railroad-industry has been dominated by private enterprise, and has done a relatively effective job of establishing lines of transport between the major centers of population and commerce in France. The goal of the rail company isn't to absorb these private enterprises; just to provide some state-financed, and state-ran competition to them. Some anti-Bonaparte reporters believe that the company has more military-based reasoning than economical, but the point is ultimately moot. The first Bordeaux-Cologne line has began construction this year.

The Nationalist Party in Padania won in it's elections in a landslide victory. The Nationalists have taken to calling on all Italians throughout the Peninsula to unite, and form into a single United Italy.

Denmark has declared it's sovereignty over the Svalbard islands, by constructing a fort off the shore of Adventfjorden. The islands few inhabitants (mostly fisherman) have flocked to the fort, as it established itself as a center of trade in the Arctic Isles. (+Danish Svalbard)

William Gladstone has retained his Prime Ministership through a tough election, against Lord Salisbury. A major point of success for the Liberals was Gladstone's Reform Bill of 1877 which secured a large enough part of the labor vote (not siphoned off by the Chartists) to secure his re-election.

Relations between French and Bavaria have been fairly amiable lately, though the public at large is unhappy with the recent trade agreement signed between the two nations. Anti-French protests have broken out in Munich, as fear of French industry out-producing Bavarian industry becomes a very real threat.

Taking a page out of the United States's handbook, the Russian Empire has instituted it's own homestead act, to encourage further Russian immigration into both Central Asia, and it's American colonies. Immigrants have already been flocking to the Oregon territories, but now with the promise of land closer to home, those areas too have seen an influx. (+Russian Economy)

The Russian government has also began to construct a trans-Siberian railway. The plan is lofty, and a huge sum of money will need to be invested in order to make it a reality, though the Russian government seems to think that the benefits will far outweigh the detractions. (+Russian Economy)

Happenings in Africa

A highly enterprising challenge has been issued to the explorers of the African continent; to find the source of the Congo River. The challenge has been given by French Emperor Napoleon III, and was answered by several dozen adventurous spirits, all with different levels of experience with the dark continent. Emperor Napoleon sent them off with a grand-fanfare from Marseille this year, and their reports from the start of their expedition have become must-read articles in many of the wests' prominent papers.

Denmark has greatly increased it's military presence in it's West Africa colony. The soldiers, directed to expand Denmark's control over the region, marched towards the French colonies in the east. Token resistance from the natives, and backhanded deals made by colonial officials lead to a quick-land grab, securing Denmark's eastern border. Real trouble didn't start brewing until they tried to do the same in the north-east. The Danish soldiers were met with far more organized Ashanti tribes willing to resist colonial authority. After several skirmishes, the Danes decided to settle down, and await further orders. (-1 Danish Infantry Brigade)

On the other side of the Danish conquests were French colonial officials, working against the same groups of Ashanti that the Danes were. Through a variety of political maneuvering (including encouraging inter-Tribal Warfare, and a gratuitous amount of French-supplied mercenaries) the French military was allowed to move further north than before, and secure a large area for the colonial administration with limited loss of life. Marching towards the legendary city of Timbuktu, French soldiers have began annexing large swathes of West African land. The largest competition in the region hasn't been the local nomadic tribesmen, so much as mother-nature herself. The French have made significant inroads, but ultimately fell-short of their goal of the annexation of the city. (-2 French Infantry Brigades)

Much to the protest of local Spanish colonial officials, the French have established a presence in Equatorial Africa, just north of where currently existing Spanish colonies are. This "Port Ney" (in honor of Michel Ney) has been quickly surveyed, and garrisoned. French soldiers have attempted to establish a quick border with Spanish Equatorial Africa, under the watchful eye of the post Spanish garrison. (+French Equatorial Africa)

A transaction between the Abyssinian Emperor and French ambassadors has lead to a large purchase of land from the former to the latter. The region in what is now French Djibouti has been dealt for a paltry sum of money, and the promise of French help in modernizing the African nation. (+French Djibouti)

Word has been given by the Prussian Foreign Services that the Sultanate of Zanzibar has been made a protectorate of the Prussia, through some sort of wheeling and dealing.

An ambiguous accident involving several members of the Merina aristocracy, a peasant revolt and French missionaries, has lead to direct French intervention on the island of Madagascar. Conflict between the Merina Monarchy and it's people has been prevalent for the past short time. French missionaries, sighting that the people of Merina still practice forms of slavery (an abomination) set out to help Christianize the region. While what exactly happened is still a bit foggy, several French ambassadors to the court found themselves insulted by the Monarch, and several more French missionaries found themselves without heads soon thereafter. The French colonial administration jumped at the opportunity to enforce a French presence in the region, and quickly dispatched a force to deal with the Merina.

Fighting was quick, but decisive, and the superiority of the French military quickly overtook the Merinian defenders, who also found themselves fighting with one another. Military ineptitude, and political upheaval disallowed for any meaningful defense of Merinian lands. (-3 French Infantry Brigades, -1 French Cavalry Brigade, -1 French Artillery Brigade)

A French expeditionary force was dispatched to the Horn of Africa to cut down on the Arab slave trade. French forces intended to land at Mogadishu, only to find a small British flotilla already present. The British flotilla, consisting of only a handful of gun-boats refused to accede to the larger French fleet, despite it's insistence. All the while, a handful of British ambassadors were within the city, attempting to legally purchase the territory from the rulers. Several warning shots from the French fleet did not deter the British, and the French, not wishing to bombard the city with British envoys within it, headed back towards the recently occupied portions of French Madagascar to await further orders.

The British, with the intimidation of their small but effect flotilla, and indirectly due to the appearance of the French fleet, managed to convince the leaders of Mogadishu to lease the city, and it's port to the British Empire for at least the next two decades.

In Prussian Southwest Africa, German colonists continued to expand the Prussian realm of control up the coast. Colonists from across the German states set up homes, while avoiding the harsh interior of the continent. Prussian soldiers followed soon thereafter.

Happenings in West Asia

An increase in Russian Orthodox Missionary activity within the Ottoman Empire has lead to agitation among song of the more pious sects of the Ottoman Empire. The Missionaries have fanned out rather quickly, though have been rebuffed in Egypt, where Muhammad Abduh, Arab political advocate and local leader have rallied parts of the populace to ostracize the missionaries, and try to marginalize their message.

Happenings in Central and Southern Asia

The Russian Empire has sent significant numbers of soldiers to crush the remnants of the Khivan Khanate in Central Asia. The sweeping military action was only stopped by the arrival of Persian soldiers in the south to prevent the further expansion of the Russians into what they considered to be a Persian zone of influence. Two Russian merchants were publicly hung in Afghanistan by tribesman who convicted them of attempting to spy on behalf of the Russian government, and attempting to convert their children to Christianity.

Happenings in East Asia

Veteran soldiers from the United States of America have made the trip to the Far East to train the Korean Army in the ways of war. The pace of development has been a bit slow, but the Koreans are learning the ways of a Western fighting force.

The Korean Empire also has began using modern farming techniques to expand it's agricultural sector, under the watchful eyes of hired American experts. Their attempts at building a larger industrial base worked on a small level, though ultimately the level of production that the Korean Monarchy wants is still years off. (+Korean Economy)

China has began an ambitious project to expand the road network, specifically in the more rural regions of the empire. It has started using the vast unemployed labor forces from the cities to accomplish this. The rural nature of the roads, and the slow-nature of them (in comparison to more modern railways) hasn't lead to the increase in trade China had hoped for, but an increase nonetheless. In a stunning move, the Chinese Empire has legalized the trade of Opium for it's common folk. The Opium epidemic which has been sweeping China for the better part of of the past century has continued to rise with no end in sight. The Chinese government, however legalized it, with the caveat that the mark-up on the state-sponsored pricing is a highly unrealistic 340%. To the lower-classes, it seemed almost like a cruel joke. This has lead to an increase of black-market sales, as the Opium is now being legally imported in greater numbers, with many of the new imports "falling off the ship". Unrest for both the mark-ups and on the flipside, the allowance of the Opium Trade has created a particularly volatile situation in Beijing, and several other major Chinese cities, which the army has quickly moved in to quell.

Anti-Opium Trade militias have began to attack and raid Opium ships and storage areas in China's port areas, leading to the killing of many Chinese dock-workers, and the notable death of several British and French traders who decided to defend their shipment, instead of handing it over to the militias.

French officials in Guangxi have began to attempt to restructure it's recent colonial acquisition. Road and bridge improvements, along with land surveying have set the tone for what is sure to be a future of further domestic improvements. (+Guangxi Economy)

Japanese threats about the conquest of Hokkaido and it's separatist population has lead to a French scramble for some form of defense for it's regional ally. Forces from Vietnam and Taiwan were scrambled immediately, with more naval support heading full steam towards the staging area for the intervention. As soon as the mainland ships reached Taiwan, they steamed forward, towards the Japanese islands. Upon reaching Honshu, the French navy began bombarding the countryside indiscriminately, destroying swathes of Japanese ports and other infrastructural improvements. The Japanese fleet, if it could be called that, attempted to put up a resistance, but the massacre just extended to include them. (-Japanese Economy, -13 Japanese Gun-boats, -4 French Gunboats)

French infantry was deployed to Ezo to protect it from whatever incursion the Japanese would be able to manage, and other infantry detachments were sent to claim the Ryukyu islands for the French Empire. Japan, on it's side mobilized it's infantry and sent it to the north, and in turn prevented any easy would-be landings on behalf of the French.

Japanese attempts at opening a textile and steel factory in Nagasaki were largely rebuffed by the French intervention.

Happenings in the Pacific

A surprise move by the Republic of California lead to the annexation of the Hawaiian islands after a pro-Californian coup. Californian traders and missionaries have had a prevalent influence on the islands since the establishment of Californian independence. California has since become one of the larger shareholders in the small, but vibrant Hawaiian agricultural economy, and a group of agitated Californian planters made an attempt at over-throwing the Hawaiian government. After some minor fighting between the Monarchy and this Californian faction (supported by a group of French and New English planters and adventurers), the Californians over-ran the monarchy, and demanded immediate annexation from California itself. The Californians hesitated at first, before being contacted by the French ambassador in Los Angeles, who assured them that such a move would be supported by the Empire. In a show of solidarity, French cruisers in the Pacific were sent to the islands, to see to it that no-foreign power intervened in the Californian annexation. A flotilla was dispatched from California, and quickly annexed the island chain. Resistance fighters took to the highlands and continue to take action against the occupying Californian soldiers, despite please from the now-deposed King, Kalākaua to stop the fighting. (-2 Californian Infantry Brigades, +Californian Hawaii)

The British Empire has dispatched a group of gunboats and some infantry to establish a new colony on the island of New Ireland in the South Pacific. They landed with little resistance, and found much of the expected populace to already be subdued. Soon after it's arrival, the British was surrounded by a much larger Prussian flotilla, who had evidently set out to claim the island chain prior to the British landing. Prussian soldiers (with other German adventurers) were already on the ground, and had fought a bulk of the native resistance off already. The British expeditionary force refused to give the territory it had already captured to the Prussians, and the two sides settled in, tensely watching one. At one point, during Prussian drill maneuvering in the morning a few shots were fired in their direction by the jumpy British garrison, though luckily no one was struck. Both sides remain waiting for further word from their respective governments. (+British East Indies, +Prussian East Indies)

The Portuguese laid claim to the rest of Java with protests from the Dutch government, but ultimately no action was taken to prevent it.

Happenings in North America

The Nationalist Constitutionalists Party has won the American elections this year, keeping up the decade long-tradition of victory. Their victory seemed largely based on the situation developing in Oregon Country.

One of the largest blizzards in human history was recorded this winter across much of North America. Throughout the American and Canadian West, and New England, driving snow caused many well-traveled train routes to become impassable, while large chunks of ice jammed up river-travel along the Missouri and the St. Lawrence. Food shortages became common place across much of the west, as thousands starved. The larger cities, such as New York, Boston and Philadelphia didn't escape the wrath of the storms either.

The United States has began to develop a Stock Exchange in St. Louis, as a way to increase industry and development of it's Western territories.

The Conservative Federalist Party scored a victory over the incumbent Liberal Patriot Party in New English elections this year. The Federalists won the election with a vast majority, carrying all the states, save for Maine, Rhode Island and New Jersey, who fell to the Patriots. The Patriots have been denounced for their mismanagement of the newly aquired Santo Domingo possession (see below) and for allowing for relations with the British Empire to drift the past few years. An upstart Reactionary third party came close to carrying Connecticut this year. The party, dubbing themselves "the Fanueils" has gotten support from the lower classes in Massachusetts, and actually edged out the Patriots in Connecticut.

Newly elected President John Quincy Adams II is continuing the Adams' political domination of the Commonwealth, beating out Patriot candidate Patrick Rolland, and Faneiul candidate Nathaniel Banks.

Unsurprisingly, the Conservative Party in Texas won again, keeping the liberals out of power for the past decade. The Conservatives made few new promises to the people of Texas, but reaffirmed a commitment to increasing industrial output, and protecting against further Mexican military incursions in the Northwest.

Conservatives were elected into power in the Californian Legislature this year, hinging their success on the annexation of Hawaii, and the fermenting of relations with France.

Attempts at peacefully solving the Oregon Question have failed spectacularly. Despite French attempts at mediation, the United States refused to accept what was decided as being a fair split of the territory during the Montreal Convention. This refusal sparked what one Philadelphia Inquirer Reported dubbed, "the Scramble for Oregon". Thousands of settlers from Russia, Britain, Michigan, the United States and Canada began their trek to the area ruled by the 3 powers. The Russian and British agreeance at the Montreal Convention created some confusion as to where the powers' citizenry was supposed to settle exactly. So British and Commonwealth settlers, followed by Russians continued their policy of settling indiscriminately in the area, alongside their American counter-parts. The Americans in turn began settling across the territory, though at the encouragement of select elements of the United States government, also brought their slaves with them. Tensions rose between the American and other settlers due to both their entitlement to the region, but also the presence of slaves.

The United States then sent massive amounts of soldiers to the region, in an attempt to solidify it's control. The soldiers began constructing forts and telegraph wires, while patrolling the region, much to the chagrin of the Russian and Commonwealth settlers. Things escalated when one night, a several slaves were freed from their masters by what the slaver-owners believed were Russian and Canadian colonists. The next day, a group of Americans armed themselves, went to the neighboring Russian village, and demanded that the slaves (their property) be returned to them. The Russians, supported by a few British fur-traders likewise armed themselves, and refused the American advances. Shots ended up being fired, and several Americans, Russians and Canadians lay injured, with a couple dead. This escalated tensions between all three groups throughout the Oregon territory, and similar militia forces formed up and began skirmishing throughout the territory. Camps were burned down, and dozens were killed on both sides, while a minor slave-rebellion was sparked, as the slaves brought to the territory found themselves freed and supplied by both American-abolitionists in the area, and opposing Canadian and Russian colonists. Oregonians who have lived in the territory for at least a generation have also rebuffed colonial attempts in the territory, and have been sidelined by the recent influx of new colonists. Calls for an independent Oregon, separate from the influence of the three nations have become stronger, but ultimately left ignored while the fighting escalated.

The United States military was hesitant to further it's involvement in the affair, though the sizable naval presence that the United States sent to the region did their best in blocking foreign ships from reaching the territory. Meanwhile diplomatic cables between the associated powers lit up, and all three found themselves for at a loss over what to do next.

Crop failures in Sequoya have led to starvation among the native tribes, with little help incoming from either Texas or the United States. (-Sequoya Economy)

Happenings in Central America and the Caribbean

Anti-Yankee protests picked up in Santo Domingo this year, with rioters taking to the streets, burning effigies of governor Karl Dohlst. While the complaints of the rioters were numerous, the recurring theme was the overall lack of political representation within the Commonwealth. New English garrison units reacted in time to prevent an assault on the governors mansion, though civil unrest continued on and off for several weeks, before it finally settled down.

Austria publicly declares that it has an alliance with both Romania and the German Confederation, with a focus on mutual protection, and potential future offensive coordination if the need arises.
