Do hammers carry over from captured cities?

There was a time when my city was taken 1 or 2 turns before it finished walls.

It had walls a couple turns later...it's possible that the enemy bought the walls, but this also raised the question if the hammers from the walls carrired over.

Do hammers carry over?
