The Discordian Resistance Front presents: World War III - A New World Order - Global Peak Oil. Will you try to seize oil assets for the US in the Middle East or sit back and deal smack to American streets from Afghanistan? Cut American production by seizing Kuwait or build a Greater Israel? Terrorists (Barbarians) - appearing sporadically, these heavily-armed terrorist land and sea units represent a variety of disgruntled interests versus all nations that operate with independent means, often deep inside enemy territory...Look out!:(

Hostage - result of being enslaved. Take them back to your Death Camps in the cities for orderly disposal and additional culture points!

International Insurgents - capable of traveling quickly across territories via civilian transportation hubs (small aircraft, horses, mules, camels, hitch-hiking, trains, cars, motorcycles, et al.), these international insurgents are also capable of using their cells to strike deeply into the home territories and oceans of the enemy to spark terrorist actions (think suicide cells, bombings, gas attacks, bio-weapons, etc.). The International Insurgent is often placed from the outset of the game within the borders of the enemy. These often represent 'home-grown' terrorist units made up of ethnic minorities and immigrant workers living within that country. They are invisible to normal opponent units except for Special Forces who are trained to track them.

Armored Fighting Vehicles (AFVs) - Obsolete First World equipment from the 1970s that has been patched together with refits and spares for today's combat environment.

New Improvements
Death Camps - liquidation camps. Bring your enslaved Hostages back to your city-based Death Camp and execute them for 100 culture points a piece!

New Resources:
Opium: Increases commerce but lowers food and shields.

Disasters!
Beware of the evil Anthrax Plague spreaders that will show up, laying waste to industrialized cities! (think lone crazies with access to fermenting vats)

Time Period: Today (2008) onwards (No Time Limit)

Tactics:
During this time of peak oil, the US has reached its physical limit of accessible oil for its industries. It must maintain supply via the Middle East around Kuwait (which it has titular control over) or trade through a friendly partner. Islamic countries will attempt to cut US production of certain advanced weaponry by knocking Kuwait out of the picture. However, the US have fleets in the Persian Gulf protecting their strategic interests! Aden similarly remains a US client with powerful US armament. Meanwhile, the Russian bear seeks to reassert herself and gain a warm-water port in the Indian Ocean by bisecting Iran and Pakistan. Will India and Pakistan dissolve into inevitable nuclear war? In the midst of this New World disorder, the East Asian Communist Sphere of Communist China and North Korea collude, the latter being a member of the Axis of Evil (a term not seen since the last World War).

Looks good, but the map seems kinda sparsely populated. I like the locked alliances you've put together, but you're going to have to do a custom tech tree or at least custom units to make this complicated world scenario accurate.
 
OK - So I finally got round to giving this a go. You've done a pretty good job putting together the basis for an interesting take on a present world scenario, though really, if you don't mind me saying, all you've got so far are the very bare bones.

To begin with, as jbryant already commented, the map is far too sparsely populated with large areas underrepresented or simply ignored. Now this may not be such a bad thing in of itself, but coupled with the curiously wide-ranging national groupings (the Commonwealth nations under one banner for instance) the geo-political picture becomes an alien collage of nonexistent or constantly changing national boundaries. That said, there is potential here and properly developed tech trees with carefully selected unique units, buildings and wonders would go a long way towards making this an exciting and playable mod.

I wonder, have you ever seen El Justo's TCW or AOI, or WWII Global by Rocoteh? Each is a fantastic example of a world-scale custom scenario with breathtaking attention to detail and truly innovative design. For my money, they're well worth a look.

Anyway, back to the matter at hand. I think you've got an interesting idea here, and I'm certainly going to play on (only had time to examine the set-up and play the first few moves so far) if for no other reason than to give those 'Death Camps' a go :devil: I'll let you know how I get on and any other ideas/comments that come to me. Keep on modin' :D
 
I have played Rocotech's mod and agree it is a major effort in gaming. It is well-worth the time it takes to play on my computer. However, I wanted (as a first effort) to make something that would run quickly so I could check it for bugs etc. I also wanted a game that could run moderately quickly. Adding nations and units slows this. This, I thought, presented some playability for new players with less powerful machines. Sun Tzu believed greatly in simplicity! As for it being an "alien collage" I think that is political perspective more than game analysis...

No offense taken, Longus! Your contributions and comments are valuable and have spurred me on with the intention to make the additions in different versions that you have suggested! Yet you do make some very valid and interesting points. In regards to national borders and groupings at this time (and the supposed sparseness of troop placements around my globe), I think Orwell speaks best on this (through the guise of Emmanuel Goldstein in his 'Theories and Practices of Oligarchic Collectivism'): "But in a physical sense war involves very small numbers of people, mostly highly-trained specialists, and causes comparatively few casualties. The fighting, when there is any, takes place on the vague frontiers whose whereabouts the average man can only guess at, or round the Floating Fortresses which guard strategic spots on the sea-lanes. In the centers of civilization war means no more than a continuous shortage of consumption goods, and the occasional crash of a rocket bomb which may cause a few score of deaths. War has in fact changed its character..." ('Nineteen Eighty-Four' by George Orwell, p.164).
In regard to customized units or special tech trees: "...meanwhile the art of war had remained stationary for thirty or forty years. Helicopters are used more than they were formerly, bombing planes have largely been superseded by self-propelled projectiles and the fragile movable battleship has given way to the almost unsinkable Floating Fortress; but otherwise there has been little development. The tank, the submarine, the torpedo, the machine gun, even the rifle and hand grenade are still in use." (Orwell, p.170)
And of course, all this leads to my upcoming scenario, George Orwell's 'Nineteen Eighty-Four' by the Discordian Front.
 
I've just downloaded and installed this scenario. After selecting a civ to play, the game begins to upload. But there is an error as follows: Load Error File Not Found
"Art\Units\Green Para\Green Para.INI"
Then the game exits.
Can anyone help??

Hmm... I can't see any reference to a 'Green Para' unit in the .biq, but perhaps another unit uses these animations. Either way, I don't have the file and the scenario works fine for me. What alliance were you playing as?
 
Thanks for the reply. It doesn't matter which alliance that I select, the game exits right after the AI is configured and the scenario begins to upload. I am playing with the Civ 3 Complete version 1.22.
 
some critical points if you are interesting
1 russian fleet in St Petersburg can not move out from finland bay because of terrain tiles block them
2 Stalingrad was renamed to Volgograd for about 50 years already.
3 On tile where you place Ukranian port Kerch should be russian port Novorosyisk (Kerch on Crimea pen-la actually)
4 Where is murmansk and archangelsk, bases of russian north fleet? and russian north fleet as well... (a couple of submarines at least)
 
No reviving old threads please. This one is a few months old and I doubt many of these people are still around. Please look at the date on the last post before posting anything. I know I have made this mistake before, so don't feel bad.
