Go in to the Mods Folder for Civ 5 and look for the CEG_Food.xml. It is in C. E. Gameplay; inside of Cities; inside of Buildings.
There you will see two things that look this: <!-- and -->. There are four instances of this in the file.
By removing this from the code, the Hospital and Medical Lab will work correctly.
