On the Floor of the Senate



Salvē! Welcome to the Senate! The corrupt Tarquinii have been overthrown and the Republic of Rome has been established. You now hold the future of Rome in your hands. May this august body lead us to greatness!

Background

On the Floor of the Senate is a forum game inspired in part from yahzuk’s Children of the Emperor and in part from Lighthearter’s (and others) Realpolitik games. In this game the thread will be Senate Floor, and the players will be the senators. Each Legislative Session (every 10 turns) the Senate will make laws to steer the course of the Republic until the next session convenes.

To join all you must do is post your interest in the thread, give your name, and which family you want to be apart of. You will then be added to the citizen registry. As a citizen you can perform actions, be given Magistrate positions, and eventually be chosen to become a senator.

Names will follow the roman naming convention tria nomina. In tria nomina there are three names: the praenomen, nomen, and cognomen. The praenomen is the personal name (think first name), this will be a latinized version of your username. The nomen is the family name, so it will be one of the above (Fabii, Claudii, Cornelii, and Calerii) depending on which family you join. Finally the cognomen is the second personal name. This one is how you will distinguish between your different characters should on die or should you have a second. Following this, my name will be:

Laurentinus Princeps Maximus

Laurentinus the latinized form of my username, Princeps b/c I don’t have a house so I went by my position, and Maxmius because of the movie gladiator.

One other thing to note, there are two forms of family names. There is the plural form with the double 'i' at the end, and the singular with an 'ius.' Individuals will use the singular in their name, and the plural is used to refer to the entire family. So for example, if you are in the Valerii family, you are X Valerius Y.


Families

There are four extended families in-game. Each family represents a different way to win:

Cultural Victory - Fabii
Domination - Claudii
Diplomatic Victory - Cornelii
Science Victory - Valerii

When you join, you will join as one of these families. After you have joined, you cannot change your family. At the beginning everyone will be free to choose whichever of the four they want (keeping in mind that the least represented families are most likely to be chosen from the waiting list), however if membership becomes too uneven I will begin placing limits on the popular families to even things out.

The players in the family whose victory is achieved will win the game.


Winning

To win the game, you and your family must successfully steer the Republic to the victory for you family. For the Fabii that is a Cultural Victory. For the Claudii that is the Domination Victory. For the Cornelii that is the Diplomatic Victory. For the Valerii that is the Science Victory. To make the game more fair, I am altering the victory conditions a bit:

  • Cultural: Become influential over 4 other civilizations.
  • Domination: Conquer England, France, Spain, Germany, Carthage, and Morocco
  • Science: Still the Same
  • Diplomatic Victory: In the world election, get the most city states and at least 2 votes from among England, France, Spain, German, Carthage, Morocco, and Egypt.

Once you have successfully joined the game, you will become a citizen of Rome. As a citizen you are free to perform actions to help build influence. Citizens are also eligible to be appointed to the Senate or become a Magistrate. The Senate is the national decision making body of Rome. It is composed of the wisest of citizen, and holds many far-reaching powers. Magistrates are public officials that hold authority in a specific jurisdiction. They are either appointed by the Senate, or are chosen from among the most influential in the Republic.


Citizens

Citizens are those who have joined the game and have been placed on the Citizen Registry. Citizens are free to speak their mind on issues facing the republic, and are encouraged to perform actions to increase their influence in one of the four influence areas. You may only perform two actions each session. Every new citizen will join as a resident of Rome.

Available Actions
  • Publish Treatise - Publish a philosophical paper to expand general knowledge and increase your influence in Philosophy. Effectiveness will be determined by quality of paper.
  • Philosophize - Talk and debate with other people of the city to increase your knowledge. Increases influence in Philosophy. Effectiveness will be determined by science output of the city.
  • Produce a Masterpiece - Create a piece of literature, music, or artwork to add to the culture of the Republic. Increases influence Culture. Effectiveness will be determined by quality.
  • Begin a Movement - Begin a cultural rebirth/revolution/ect in a city. Increases influence in Culture. Effectiveness will be determined by cultural output in a city.
  • Write Theological Work - Write a theological treatise or book to better understand the religion of the republic. Increases influence in Faith. Effectiveness will be determined by quality of work.
  • Evangelize - Preach in a city to increase religious devotion. Increases influence in Fati. Effectiveness will be determined by faith output in a city.
  • Publish Economic Study - Write a report about the economy in the republic o the world. Increases influence in Commerce. Effectiveness determined by quality.
  • Lecture on Trade - Publicly teach citizens how the economy works and what they should do with their wealth. Increases influence in Commerce. Effectiveness determined by commerce output in the city.
  • Research Topic - Research a topic to learn information that you can include in a written work. (OOC: Please be specific in what information you are looking for. I am not writing it for you).
  • Move - Change cities. Older players take precedence over younger players and can bump them from a city if there aren't enough available spots.
  • Assassinate Citizen - Attempt to assassinate another citizen. Large chance of failure, small chance your assassination attempt will be revealed.

The Senate

The Senate is the national decision making body of the republic. It holds the powers to veto, overturn Censor vetoes, appoint Praetors, create Praetor positions, and any other miscellaneous administrative powers not delegated to a Magistrate. Senators are appointed by the Consul Princeps (the GM) for a life term to the Senate. To be eligible for appointment, a character must be 30 years of age. Every year after the age of 30 will increase the chances they will be chosen to sit on the Senate. Senators can make Senate Resolutions, within the power jurisdiction of the Senate, to be voted on by the body. Senators are able to hold Magistrate positions alongside their senatorial duties.

Specific Powers

  • Power of Appointment - Appoints a player to a Praetor position. Requires majority vote.
  • Power of Delegation - Creates a new Praetor or Consul position. New position must have powers already within the jurisdiction of the Senate or the Preator Dux. Must specify the specific powers and terms of each position. Requires majority vote.
  • Power of Veto - Overturn orders given by a Consul. Must specify what the new order will be. Requires a majority vote.
  • Power to Overturn Veto - Overturn a veto action by the Censor. The order will revert back to the original order. Requires a supermajority vote of ¾.
  • Power to Impeach - Remove a current magistrate from office. In the case of the Censor and Consuls, the position will go to the next most eligible player. In the case of Praetors, the position will be vacant until a new appointment is made. Requires supermajority of ¾.
  • Legislative Discretion - Any power or decision not given to a magistrate will be under the jurisdiction of the Senate. These will mainly include unit orders that aren’t under the control of a magistrate (settlers and workers for example).

The Censor is the leader of the Senate, and is in a unique position to direct national policy. He holds two votes in the Senate, the power to conduct foreign diplomacy, and the power of veto on any actions taken by Consuls and any resolutions passed by the Senate. The Censor is the most senior member of the Senate, and can still propose resolutions just as other senators can. The Censor cannot hold any other magistrate positions.

Specific Powers

  • Double Vote - Holds 2 votes on resolutions in the Senate.
  • Chief Diplomat - Has authority to conduct foreign diplomacy on behalf of the republic. Some deals may be subject to approval by Consuls (as specified in each Consul’s powers).
  • Power of Veto - Can veto actions by Consuls and resolutions passed by Senate.

Consul Princeps

The Consul Princeps is the unaffiliated, nonpartisan, magistrate that appoints Roman citizens to the Senate, controls the size of the senate, and holds the unchallenged power of impeachment. The GM is always the Consul Princeps, and his term is for eternity.

Specific Powers

  • Appoint Player to the Senate - Can appoint players to the Senate. Will use the RNG formula to do so.
  • Impeach Player - Can impeach any player from any position, at any time, for any reason. Generally will be used to remove inactive players from important positions.
    [*]Legislative Tie-Breaker - Anytime there is a tie in the Senate, the Consul Princeps votes and decides the outcome. (I will use RNG to decide outcome to avoid biases).
    [*]Change the Rules - Can change the rules of the game to make things more fun.


Spoiler GM Appointment Formulas :
Who I choose to appoint will be based a little on chance, a little on how many of your family are on the senate already, and a little bit on how long you have been waiting. Credit for the formula is to yahzuk, and his very successful Children of the Emperor: (Turns Waiting)*(Family Prevalence)/[Sum of (Turns Waiting)*(Family Prevalence) for all players]. Family Prevalence is determined by (1/4)*(Active Players)/(Number of Active Players from your family). Since you can’t divide by 0, 0.1 is used if there are no active members of the family. I will then generate a random number to select a waiting player.

The size of the Senate will be determined by the formula: 3 + (Population of Rome / 2). If we reach a point where there aren’t enough players waiting to enter the Senate, I will begin allowing players to join the waiting list twice, and have two senators each in game.

City Consuls

City Consuls are Magistrates that are in charge of city production and citizen management in a city. The City Consul will always be the most senior player in a city.

Specific Powers

  • Production Administration - Orders the next production to be started in a city. Actions to build buildings that require a maintenance costs must be approved by Consul of Commerce.
  • Power of Governor - Changes which tiles citizens work in a city.
Consul of Commerce

The Consul of Commerce is the leading official regarding spending in the republic. He is in charge of deciding what the national budget will be spent on. Even when gold is being spent in international diplomacy, the Consul of Commerce must approve the action by the Censor. The Consul of Commerce is the player at the beginning of the Administrative Session that has the highest influence in Commerce.

Specific Powers

  • Power of the Purse - Can order spending on any item in any city.[/FONT
    [*]Power of Appropriations - Can budget gold to be given to another official to be used at their discretion. Must approve maintenance costs of buildings.
    [*]Power of Commerce - Must approve worker actions that cost gold (such as building roads). Approves foreign deals requiring gold to be spent. Directs where trade routes go, and which city they come from.
    [*]Head Merchant - Controls Great Engineers and Great Merchants.

Consul of Philosophy

The Consul of Philosophy is the leading official regarding research. He is in charge of choosing the research path of the republic. The Consul of Philosophy is the player at the beginning of the Administrative Session that has the highest influence in Philosophy.

Specific Powers

  • Dean of Research - Chooses the research path of the republic.
  • Headmaster - Controls Great Scientists.
Consul of Culture

The Consul of Culture is the leading official on culture in the Empire. He is in charge of directing the social policy path of the republic. He is always the player at the beginning of the Administrative Session that has the highest influence in Culture.

Specific Powers

  • Community Leader - Chooses the next social policy as well as the next ideology.
    [*]Cultural Paragon - Controls great artists, great musicians, great writers, and any great person or unit granted by a social policy.

Consul of Faith

The Consul of Faith is the leader of religion in the republic. He controls what faith is spent on, religious units, and any unit purchased with faith.

Specific Powers

  • High Priest - Controls great prophets, missionaries, inquisitors, and any units purchased with faith.
  • Church Leader - Controls what faith points are spent on and what beliefs will be adopted.
Praetor Dux

The Praetor Dux is the leader of the military. He is in charge of any and all military units under his control (so any not delegated to a lower praetor). He can petition the Senate for a Draft Resolution. He is appointed for life by the Senate.

Specific Powers

  • Commander in Chief - Controls all military units not delegated to a lower Praetor. Must approve declarations of war made by the Censor.
  • Face of the Armed Forces - Sets military goals, and can petition the Senate for a Draft Resolution. Draft Resolutions are passed by majority vote, and require a City Consul to switch production to a specific military unit.
  • Head General - Can remove a lower Praetor from office. Can be vetoed by supermajority (¾) vote in the Senate.
Lower Praetors

Officials created by the Senate. They will have specific jurisdiction over specific military units as designated by the Senate. Appointed by the Senate.

  • Commander - Can control the actions of military units under his jurisdiction.

Each citizen will carry with them a number of statistics that will be used to determine public offices, location, and when your character will die. These stats include: Name, Position, Location, Influence, and Age.


Position

Your position is what public offices you hold. It is here that I will also keep track of how long you have been waiting to become a Senator and how likely it is that you will be chosen next.


Location

Location matters. Where you live will determine your eligibility to hold certain positions and the effectiveness of some actions. Each city has a cap on the number of players allowed to reside in that city equal to the population level. Rome is the only city with an unlimited number of players allowed. Older citizens take precedence over younger citizens, and can 'bump' them from cities should they wish to move.


Influence

Influence is the level of sway and expertise your character has in a specific policy area. There are four policy areas: Commerce, Culture, Faith, and Philosophy. Influence in each area, in turn, is used to determine who becomes the Consul in that area. Influence is gained by performing actions.


Age

Older characters take precedence over younger characters. Many positions in the republic are contingent upon age, and the older you are the more freedom you have to move from city to city. Age will also be instrumental in calculating your character's death. The chance of death is determined by the following formula:

Age/[500*(# of technological eras)]. The number of technological eras is 1 for the ancient era, 2 for classical, 3 for medieval and so on. Luxuries (worth 5 if unique, otherwise 2) will “take years off your age.” (simplified formula, credit to yahzuk).

We will be playing on a giant earth map. More to make for a good game than be historically accurate, the map will be populated with major civilizations all over the old world from different time periods. I will be playing many of the civilizations that are close by to allow for advanced diplomacy. The difficulty is prince. We will be starting in the classical era so there will be more to do at the start. To make things interesting we will be paying with a heavily modded game. This will mean that no preexisting CiV strategies will automatically work so everyone get creative and be ready mess up! The mods I am using:

Game Changing:
Fortress Borders: Fortresses cost 1gpt, but now extend cultural borders over surrounding tiles. Unoccupied forts will return to nature in five turns if not near a city. If another civilization occupies a fort, the culture will change to theirs.
Barbarians - Unlimited XP: Can get unlimited experience from barbarians
Cultural Diffusion: Each tile hosts culture from different cities. The strongest culture will eventually flip the tile to that civilization. Cities cannot flip, and culture is slowed by geographic barriers.
Revolutions: Adds a stability value to each city, based on global happiness an dyour relation with each culture group in that city.
Extended Eras: Changes production and technology costs to make each era last longer, and allow you to build more in each.
Resources Expanded: Adds new resources and buildings for more happiness and more growth.
More Happiness: Adds happiness to policies and buildings to allow for more expansion on the map.
Move Capital: You can move the palace to change the capital to another city.

I will join as Sunsnus Cornelii Cincinnatus since there isn't anyone in the Diplomacy family yet. This seems like it could be fun :) Not too sure about my praenomen, couldn't decide if I wanted that or something more traditional like Sunsnulius or Sunsnapus/ius.

Welcome! That is the last sign up we need to begin. I will be posting the first update later today.

From what I gather, you are correct in the naming convention. As you probably noticed, I changed the name Tarquinius to Tarquinii in the first post. Originally I was changing the names when people signed up, but then to avoid confusion, I opted to stay with the double 'i' at the end. The way you explained it seems simple enough however, and we'll go ahead and make the change. I'll also add that little bit to the rule section about naming to clear things up for everyone.
 
Laurentinus Princeps Maximus, Consul Princeps of Rome

I am pleased to have the high honor of filling the role of Consul Princeps for the supreme body of Rome: the Senate. My first order of business will be to choose the first round of Senators to lead our young republic. It is these men that will lay the foundations for future generations to come. May the gods be with them in their deliberations. The first Senators of Rome are:

Magnivus Claudius Regulus
Gustavus Fabius Romulus

By virtue of my office, I also am in a position to choose the first Censor for the Senate. Portugus Valerius Tiberium will fill this role. May he lead wisely, and live long! Go now young Senators, and lead us to greatness!

OOC: The update will be up later today, this is just the announcement of the first Senators.
