Ideology Glitch?

I only built one factory, but I got to pick an Ideology. Why? I don't remember that ever happening before.

Did you advance to the Modern Era?

Your ideology is founded in the Industrial Era when you complete your 3rd Factory, but if you advance to the Modern Era before having 3 Factories (i.e. no coal or OCC games) you will also get to pick an Ideology.
