Is Arabia Bugged?

I'm playing as Arabia. In a city with a Bazaar, I'm supposed to get double luxuries. One of my cities has a bazaar, and a source of gems. If I trade away one of the gems, I don't get the happiness from the other one. It doesn't show up in my happiness box any more, even though I'm supposed to have one left. Is this a bug?

ETA: I just checked with another luxury I have a copy of, citrus. It works correctly in that case - I trade one away, and I still get happiness from the other.

First check that either those Gems "belong" to a different city in the same radius that doesn't have the Bazaar up yet or you have traded it away and forgot about it. Hover over the happiness icon and see what it says there

It was the only source of gems I had, and I had a bazaar. I checked to make sure I had 2 copies of it before I traded it.
