question: if the ai has rushed you and you aren't in a position to fight back and are at risk of losing your capital or a good city and the ai suddenly offers peace terms asking for 10,000 gold, will you give this to them? or, will you use that 10,000 gold and buy city state favour/units/buildings before making peace where the ai will accept 0 gold? Personally I think it's the behaviour of a deranged person to voluntarily give away all of your wealth and power, when an option exists to preserve it - especially in the case of being threatened with annihilation. This isn't an exploit that takes advantage of some bug, it works within the system of diplomacy in which the AI will accept peace and will ask for everything you have (gold/luxury/strategics) but if you have none of those will still accept peace. The rational person will make use of those items first before accepting peace, to voluntarily hand these things over is the behaviour of an insane person. It's not cheating the AI out of anything - as they are already programmed to accept 0 gold/luxury/strategics for peace.
