Pantheon/Tradition/Liberty

While playing as Portugal on Standard map it is more useful to get Tradition without having more than four cities or it is better to choose Liberty, then founding a lot of cities next to luxury resources avalaible to trade and provide lots of happiness?
I am also interesting in know which pantheon is more suitable for Portuguese too, 15% border growt rate (spread my territory to more luxury resources), +1 happiness in cities on rivers, +1 happiness from cities with 6+ population...

I always play them tall but you could probably do either.

Pantheon depends on your situation.

It really depends on the game and map. None of those are inherently always better for Portugal. If anything I would argue that Portugal can be less worried about getting luxuries. After all, they can just build feitorias and get a lot of them for free.
