Party Leadership VS. 5-Year Plan

So I decided to give Wide, Order play a spin yesterday, and after taking Worker's Faculties I'm really stuck on what to take for my second 2nd tier Order tenet.

On one hand, +1 to everything is truly delicious.
On the other hand, +2 to production and +1 to Mine/Quarry basically make all my cities into true powerhouses. (In this game I was playing Carthage, and I also took the +3 Production to Coastal Cities) With this I can be working some food tiles and still be cranking out buildings/units at a brisk pace.

In general, what do you guys find more helpful?
 


But which first? Hmm... Look at your cities. How many quarries/mines do you even have? If you have a lot of them, take +2 prod +1 prod per m/q first. I'm nearly certain you have a lot of them, so just take it. A city which works 5 mines + quarries gets +7 production, that's just badass.

My last Germany game I've got really delicious production by combining Religious Community (+1% production per follower), Hanse with 9 TR (I got Colossus), railroads and both of those tenets. Nearly every city was glorious and able to do whatever I wished.
 
I would love to be able to take both, but Worker's Faculties are just too good. And I usually need those extra points in policies to clean up Rationalism. (Although those extra few points into Exploration was probably overkill. Definitely didn't need those ancient artifacts near the end...)

As for these tier 2 tenets, it depends on your empire. Never touch party leadership if your empire has only about 10-15 cities. It is designed for massive empires. 5 year plan is something I would pick first, but if you do have a massive empire, like around 25+ cities, then aim for the happiness bonuses second and then 5 year plan.
 
There is always an "order build" to Order, it is Social Realism + Skycrapper => 5YP. And i think they are enough to win the game.
5YP are so good that it boost your production like mad (about 3-10 raw productions a city). Use Skycrapper for some basic growth building andthen your city auto going big by time.

I always pick Hero of people + skyscrapers => Worker Faculties.:hmm:

I do a slight variation of both - either Skyscrapers (usually if I'm Venice/filthy rich) or Socialist Realism (much more likely) into Hero of the People (always, +25% GP production is too good to pass on), and T2 always Worker Faculties first. Because it's, in my opinion, THE best tenet in the game. +25% science per city with a factory? Now, that's insane. On top of that it makes Factories easy to build. No other social policy is as good in my opinion.
