No Other Cities

I just started this game, and it's really weird, no other civilization is building cities... I chose 7 civs, and I am the only civ making cities. Any idea what's going on? I have attached my save.

Edit:

I just noticed that not all of the terrain matches up with the map (river showing up as grassland). I'm guessing that this is confusing the computer and making them do just about nothing..
