We've long been speculating that Germany will get a new UA, what with its existing UA having been made so unremarkable by BNW. I still think that some kind of Realpolitik thing would suit them well, and that could include extra delegates. There would have to be more to it, but it would make sense to have that as part of it.

It is possible that Forbidden Palace is a wonder that has a direct effect on either City State Influence or direct World Congress involvment, if going by their logic, Patronage unlocks Forbidden Palace (which atm, decreases Unhappiness in cities).
