Alas, I'm not very experienced in Civ II. I need testers and Civ II experts in order to test gameplay and find loopholes.
When I first starting designing scenarios for Civilization ToT a few years back I did a lot of research on the different websites and forums to try and gather as much information and guides as possible. I believe you will find many such reference guides at the following links:

There used to be a great search engine at
http://www.civilizationsearch.com/ that allowed you to search on the various civilization forums. It seems as though it's no longer active. I wonder if anyone knows what happened to it?
For my part I've been particularly fortunate to have received much valued advice and feedback from veteran designers, artists and players like Techumseh, Agricola, Catfish, Curtsibling, Fairline, minipow01, Dr Garfield, Patine to name but a few. In that sense I am very grateful for all their numerous contributions.
Though the Civilization II forums maybe a shadow of what they were in terms of active members, I believe there are still many interested parties, myself included. Even though I've played all the different incarnations of the Civilization franchise, I always come back to the Civilization II forum in the hope of finding that next gem of a scenario.
