The Mayan UA had already given me a scientist, general, prophet, and artist. With only four great people chosen, the UA was no where near to being reset to allow me to reselect a great scientist.
Here's the weird thing - I reached the next bak'tun on the same turn that I completed the leaning tower of pisa. Two pop ups for great people showed up, and I was able to choose great scientists for both of them. On the next bak'tun, the UA had returned to normal, with the scientist, general, prophet, and artist unavailable.
