If we assume that Venice is in (please let's not discuss that or whether it's desirable here), what kind of special abilities would you like/expect to see for them?
I think a naval settler UU would be cool. It could settle on sea tiles if land was adjacent.
As a UI I would go for canals, just because I have always liked the idea generally. Like roads they would not influence tile yield but allow naval units to travel through without ending their turn there. Maybe to avoid spamming, building a canal of three hexes could consume a worker. A later tech would unlock locks , so you could build canals over hills.
I'd love a glassblower building as UB which would create one unit of Murano Glass as a luxury resource.
