Must not play as Inca.
The earliest finish date wins, with score as a tiebreaker.

I gave this a go.....pretty ho-hum but, a victory nonetheless, in 1985.

Got my 9 cities pretty easily.....could have gotten a much larger civ, but was trying to keep my economy in check, with limited resources. Made some mistakes...and also had that jerk Japanese very close by, who declared on me multiple times, earlier game. But, luckily for me, he stayed tech inferior the whole game.
