I got it running in wine a while ago on Ubuntu. Just install wine and search the wine forum for documentation on running civ 3. It did take me a while to get it working properly but it ran okay eventually. The editor didn't work as well. Large pink bits on the maps which were not palette issues as the same file looked normal in windows.
Wine is what you would need. I'm not sure if I ever tried or got Civ3 to run, but way back in the day I got other things running under Wine including SMAC. In the Wine AppDB there are reports of Civ3 working in Wine after turning off the intro video (PlayIntro=0 in the .ini file)
