As I was playing this game, the face of the foreign advisor was looking so familiar. When I reached the modern age, it became quite obvious the foreign advisor is made to look almost exactly like Condy Rice.

While they do look sort of similar, I'm not really sure it's based off her, the head and face seems a little long to be Rice's.
