Question about Civilization V SDK ???

Tomorrow I will buy Civilization V Complete Edition on Steam but today I was searching on Steam client under Library/Tools Civilization V SDK but it was not there???Do I have to first buy the game and then I can see/install Civilization V SDK under Library/Tools???

That may be the case. Not much point in having the SDK if you don't own the game.

I want to buy game only if I can have SDK also, so can someone tell me does SDK is under Library/Tools because I dont see it???
