Purchase a Courthouse with gold not an option?

How come you cant purchase a Courthouse in a captured city with gold is this a bug or what?

I believe it is intended.

The Law is not for sale, son.....

This is intentional game design. When you conquer a city and add it to your empire, unhappiness is added to your global happiness counter to represent the reluctance of the people in that city to adjust to life under your rule. The Courthouse will take care of this extra unhappiness. If you were able to buy it in one go, that was considered as too easy. Of course you're free to buy some happiness-generating buildings into those cities while you build the courthouse.

It would be considered too easy but they should have gotten around it other ways (like city unrest, for example). As far as I know the couthouse is the only normal building you can't purchase, which makes it stick out like a sore thumb.

"Courthouses?"

"Oh...uh...no. Sorry."

"Why not?"

"Well, you see....Courthouses require special bricks of law-giving and order that can't be bought or....something...."
