It is December, 1922 and the American Empire has fallen.

Following the disastrous “Eleven Years War”, the British Empire took control over much of the Eastern Continent of North America, though devastated by the steep financial burden. The British were forced to levy significant taxes upon its American colonies, and pursued a hardline against colonial rabble rousers. Harsh collective punishment led to representatives from both the Thirteen Colonies and of British Canada, including Quebec, to meet in Philadelphia and declare independence. A brutal campaign followed, with a majority of the country rising in arms against Britain. Though the British were able to inflict major defeats upon the Americans, and even captured and hung a significant number of the representatives that had declared independence, the British were defeated by 1783.

Washington had been declared Dictator in Roman fashion, and had hoped to retire upon his victory, however the nation was in shambles. Many of the former colonies were threatening to go their separate ways and the Continental Congress, seeing the potential for a British reconquest of the divided states, demanded that Washington stay on as General and extended the enlistment of the American soldiers. However, by this time the soldiers had not been paid in over a year, and upon hearing that they would not be paid by Congress, the soldiers rioted and invaded Philadelphia. Urged on by Washington’s more charismatic supporters, and especially Alexander Hamilton, the Army declared George Washington to be the first Emperor and Autocrat of the Americas.

Washington had not at all desired this declaration, and had hoped to soon restore power to Congress, but a military campaign in Quebec demanded his immediate attention. He left affairs to his new Prime Minister Hamilton, who used titles of nobility to finance the Army and the national debt. Having Washington (theoretically) at the helm of the new nation satisfied many (aside from himself), and by the time he had died, a new American order had been established.

Hamilton’s reforms had started the path for power to mostly be centralized to the throne and its new capital at Washington, and Washington’s descendents would be the ones to continue on the American throne, with George Washington himself being elevated to a near Christ like figure. Though Civil Wars did occur in hopes of returning power to the realms and other such causes, with particularly devastating ones occurring in New England and later the Midwest, as well as the generational disturbance in Quebec, by the 1880’s America had lost its more democratic roots and had been transformed into a complete autocracy.

The American Empire grew substantially due to its conquests in Central and South America, establishing numerous puppet states. Supported by France and opposed by Britain, America was able to conquer Mexico and turned the remainder of Central America, along with Colombia and Venezuela into puppet states. It was not until the Americans fought a major war with the French ally of Spain that France at last abandoned their American alliance in its 99th year, just 30 days shy of the 100th year anniversary. For their part, the Americans had grown frustrated with the lack of strength of the French navy, as well as the concessions demanded by the French over issues in Central America and in Quebec. A reshuffling of alliances saw America firmly in alliance with Germany. The rise of Emperor Alexander II would see America made into a model of Prussia, as well as numerous German marriages for the royal family.

By 1917, tensions in Europe had reached their breaking point, and America eagerly joined its ally Germany in declaring war on the United Kingdom, France, Spain and Portugal. The current Emperor, William I, decided he would command troops from the front itself, and joined his army on their march to Madrid. Though the success of the capture of Ireland and the Siege of Madrid caused enthusiasm at home, casualties began mounting, and rations were tightened. The industrial workers that had not been shipped off to war were near riot. This was made worse by inept rule by the advisors of the Emperor, and by 1920, American troops had been kicked off the European continent, Japanese troops had seized Hawaii, and British troops had arrived in Canada.

With the fall of Halifax, a full scale riot consumed Washington, and under intense pressure, William dissolved the monarchy. A new Provisional Republic, one that would share power with socialist Worker Councils, was declared, taking William, his wife, and daughters into custody for later trial. The Republic attempted to fight the British, and granted emancipation to the slaves in hopes of seeing Black volunteers to join their army, but the Japanese bombing of Los Angeles and the British shelling of Boston caused many to denounce the Provisional government. Newfoundland had been lost since early 1920, and following the sinking of the American fleet, the British were able to take Nova Scotia and French assistance saw the rise of Quebec. The Worker Councils, headed by a group called the Majorities, finally seized power in October 1921, seizing power in Washington, and the Provisionals fled West, first making camp at Albany before abandoning the entire East Coast for Chicago.

It is now December, 1922. After nearly a year of civil war, the Provisional Government has just fought the Majorities for Chicago in a devastating battle for both sides. The Provisionals have relocated to Milwaukee now, while the Majorities have been forced to rebuild their formerly massive army. The Anglo-French forces had been slowed due to local partisans and importance of other fronts, but the arrival of the German Expeditionary Force in Savannah has created a new headache for the Allied Command and for the Provisionals who still hold the Emperor’s daughters, the granddaughters of the German Emperor. Altogether, this has created an interesting power vacuum, with none of the factions strong enough to impose their will on the former Empire. Supporters of the Emperor are gathering, Nationalists are rising, and even liberals and leftists who disagree with the Provisionalists and the Majorities respectively are now seeing new hope for their causes. This war has only just begun...

Faction Name: Simply what your faction is to be called. Depending on what you are, it can be a variety of things! You can take on a stately name like &#8220;The Republic of California&#8221;, or a military unit name like the 51st Division, or a description like &#8220;The Minorities&#8221;

Color: As best as I can, I will give you a color you request on a first come, first serve basis.

Base of Operations: Your headquarters, so to speak. This can be a major city, or a town, or even a hideout. Just give me a name and state!

Supplies: Supplies are, to be simplistic, what your army needs to start and keep on fighting. Guns, ammo, food, bandages, everything your troops need! You will gain Supplies in proportion of how much support you have and how much territory you control. You will be guaranteed a small number of supplies each turn, based upon what season we are in. If they are not enough, you can conquer territory of other countries or you can take more supplies in the regions you control, though of course this will cost you some of your support. How much units cost in terms of supplies to recruit and to upkeep are detailed below in the army section. Some ideologies are more likely to receive supplies, and more of said supplies, and even within those ideologies there may be inner-ideology disputes.

Support: Namely, &#8220;How much do the people like you&#8221;. This is influenced by the political decisions that you make, the ideology that you chose, and a bit on your battlefield success even. The higher support you have, the more willing people are to give you supplies (which leads to more men fighting for you!), both as a per turn basis and as a bonus. If you are a good ruler, you can see long term benefits over an area, while if you&#8217;re a harsh ruler you will see short term benefits at the cost of long term prosperity. Support can potentially see towns and regions defecting from your region. Just remember, you're not just competing with other ideologies, but also with factions that share with your ideology. People are trying to see who is best to give their loyalty to, and even though a faction may share your convictions, they may end up taking half of your territory with words instead of bullets. You should be sure to brand your version of your ideology. I would recommend looking at the Bolsheviks and the Mensheviks as examples of ideological splits and how you might be able to brand your factions.

Military: Probably the most important focus of this game is your military, taking control of lands from other factions to make yours the dominant one.

Leadership: Graded from F- to A+, this is the skill of your junior officers and their grasp of tactics, leading men, and running their units. This will determine things such as how well your officers can create battle plans, and carry out advanced tactical measures. You may have a great flanking idea in your head, but if your guys on the ground have poor leadership, it&#8217;s going to be a head on assault. This stat is going to be affected by events, especially battle, as you either lose your best officers or they learn from their mistakes. This stat can also affect morale; good leadership can ensure the men remain in high spirits and not deserting, while poor leadership can lead to the exact opposite.

Experience: How trained and battle hardened your men are is reflected in this stat. Standard training can help Experience to an extent, but much of it is just going to be about becoming battle tested. A soldier with experience will be much less likely to make stupid mistakes, and can even execute orders on the retreat, such as covering fire. Inexperienced soldiers, even with high morale, will be much less disciplined and will attack and retreat haphazardly. Recruitment can hinder your troops experience though as a whole, as reflected by the idea of new reinforcements going to units decimated by battle. Experienced units will see morale lost at a slower pace, and can even fight effectively at low morale.

Morale: This is the measure of how &#8220;Spirited&#8221; your soldiers are, how excited they are to fight. Some factions do have an advantage in morale and keeping their troops excited for battle. Morale can have an effect on every stat in the game, and I would heavily recommend making decisions that facilitate a higher morale. Keep in mind, betrayal and desertion is VERY common, and a low morale may help facilitate said actions.

Other Aspects

Turn lengths are three months long to start with, divided into seasons: Winter, Spring, Summer, and Fall. Intelligent leaders will try to plan their actions around these seasons.

Keep in mind that towns will have bands of militias and you will likely see resistance in the style of the Green Armies, especially when you first enter a town or region.

Victory is very player-defined. For a Foreign Interventionist Faction, Victory may be the eventual dominance of a faction that you have allied with and is pliable to your nation's interests, or perhaps an escape for your force from the American continent and back to your homeland. For a Nationalist faction, it may be the independence and recognition of your faction by the other powers. For a Reactionary faction, it may be the destruction of some Radical power and the Liberals eventually accepting the suzerainty of the Emperor. Or something else. Victory is really up to you, and its for you to decide what your objectives and goals are. This leads it being possible for multiple broader organisations to "win" the NES - this is working as directed.

In fact, the "victor" of the game will probably not be a single faction - it will probably be a broader coalition of powers on ideological or some other kind of lines, who end up dominant over most of the old American Empire, as well as any foreign Interventionists helping them and perhaps any nationalists who've managed to stay independent. This is also working as directed - its not like the Russian communists were a huge monolithic entity until later into the war when they had basically won already. Mind you, if the "victor" does end up being a single monolithic entity, that is completely fine.

Balance is key for land warfare - you can't just build up huge armies of infantry and expect to win, because you won't if you don't have artillery and mobile units. Air power is more of a bonus than a 100% necessary component of your military, but it still helps a fair bit.

Betrayal was pretty standard in the Russian Civil War, and without a wider voting body or lobbies in your factions (because you're in the middle of a Civil War, there's no time for elections! unless you really want to or are small enough/at peace) there aren't necessarily negative ingame consequences to betraying your supposed allies. There really isn't such a thing as an 'OOC betrayal' in this NESIOT - the Bolsheviks betrayal of the Anarchists OTL may have been 'Out of character', but it happened anyway.

At some point, when I feel the game has reached a conclusion (i.e. one faction becoming massively dominant and the other factions are either subsumed into the major faction or have signed a lasting peace), I will call an end to the Civil War and thus the NESIOT. I will probably then write up an Epilogue, detailing what happens to the characters and factions of the Civil War itself. Hopefully it will be suitably epic/tragic.

Leftist: Modelled on the various left-wing revolutionary movements of the Russian Civil War, such as the Bolsheviks, the Mensheviks, Nestor Makhno and the Black Army, the Left Social Revolutionaries, and so on. Leftist revolutionaries, basically.

Leftist factions have a very easy time of recruiting people into their army, and you will have plenty of volunteers joining up when you enter a new region, but the leadership of your brigades is /very/ poor (both financially and skillwise). Also, most of the foreign powers are /very/ hostile to Leftist governments. In general, Leftists will have a hard time making allies due to the extremism of their beliefs, but will have more than enough men of their own to fight.

Liberal: Liberal in the sense of liberal democrats, those who want America to become a liberal non-socialist democracy, Liberal factions represent democratic or moderate-inclined party paramilitaries or commanders. They are modelled on the forces and personalities of Lavr Kornilov, Alexander Kerensky, Pavel Milyukov, Prince Georgy Lvov, and the Kadets. Liberal forces are balanced in starting support and leadership, with some bonuses to starting military size and equipment due to their makeup being largely ex-military units, making them a powerful generalist faction.

Reactionary: Reactionaries are the factions that seek the return of the Emperor or the abolition of democratic or socialist rule, be it for all of America or only their warlordships. They represent both factions seeking wider ideological victory and petty warlords who are out for their own gain. They are modelled on the forces and personalities of Admiral Alexander Kolchak, Anton Denikin, Pyotr Wrangel, Yevgeny Miller, the Volunteer Army, the various Cossack Hosts, as well as warlords such as Roman von Ugern-Sternberg and Grigori Semyonov. Reactionary factions have a significant bonus to leadership and starting army equipment, including artillery, being largely composed of former Imperial soldiers and containing the bulk of the officer corp, but have poor support from the populace.

Nationalist: Nationalists represent the various ethnic nationalist revolts that sprang up across Russia in 1917. They are modelled on such figures and factions such as the Mykhailo Hrushevsky and the Hetmanate of Ukraine and and Ukrainian People's Republic, the short-lived White Russian Democratic Republic, the Baltische Landeswehr, the Greater Poland Uprising, the Don Republic and the Kuban People's Republic, Green Ukraine (an area of the Russian far east which was partially (like 15%) populated by Ukrainians and attempted to declare independence in 1918), the Basmachi, the Republic of Mountainous Armenia and the First Republic of Armenia, the Azerbaijan Democratic Republic, the Centrocaspian Dictatorship, the Mountainous Republic of the Northern Caucasus, the Transcaucasian Democratic Federative Republic&#8230; I can go on. The point is, there were a lot and there can be a lot here. Nationalists enjoy huge support from their people within their ethnic boundaries, however, this begins to drop if they expand too far outside of their traditional land. Please let me know how much of the region you are &#8220;claiming&#8221;. The more land you claim, the less effective your forces will be in the region, though it will give your soldiers a boost in a larger region. Up to you.
PLEASE NOTE: There really aren't any restrictions on what you can call a Nationalist movement - for starters, the concept of an independent Belorussian state never existed before 1917, and they still fought for one. There's absolutely nothing stopping you from declaring the independence of the brave oppressed people of the Superior Peninsula from the dictatorial rule of the oppressive Michiganites who have kept the Superiorian people in bondage for generations. Widespread independence movements have been founded on less.
Additional Note: Brigades will fight at one (or even two!) letter grades higher in their own core regions, but in areas outside their core territory they will fight at one (or even two!) letter grades lower.

Foreign Interventionist: Foreign Interventionist factions are (as the name suggests) foreign militaries that are, for whatever reason, are intervening in the Americas. These factions can represent the militaries and expeditionary forces sent by other nations into America in order to restore order/the desires of the parent nation. They also represent those foreign military forces that have been left stranded in the American Empire after the revolution. They can even be a volunteer army from overseas.

They are inspired by the Allied Expeditionary Force, the Freikorps, the Legion Redenta, the Japanese expeditionary force in the Far East, and factions struggling to get home such as the Czechoslovak Legion. Foreign Interventionists have significant starting military sizes and excellent leadership, however their equipment can quickly decay due to the difficulty of resupply. Other issues to consider will be the difficulty of waging war on foreign soil. It will be extremely difficult for you to recruit locals to you cause, and reinforcements from your homeland will be very slow in coming (and will eventually completely stop). Also, you will suffer from extremely patriotic locals that will be harassing your supply lines, and you will not be winning hearts and minds anytime soon.

I&#8217;m actually pretty open to Foreign Interventionists from any country, though I may require some small changes to your backstory. A small country like Norway or Greece is unlikely to be sending an expedition to conquer America; however a volunteer legion pre-revolution or post-revolution is definitely feasible.

The main German expedition at Savannah, GA and the British Expedition in Nova Scotia will have different rules than the normal Foreign Interventionists do, and such they are NPCs.


You may select a Base of Operations which is within the territory of one of the four established powers, however, it may be small if you are not within the territory and you may be completely isolated if you are not within the territory of the Western Powers or the Provisional Government (which are big enough and empty enough to sustain quite a few factions). Your Base of Operations will serve as the nucleus for your faction at the start, along with territory which will be determined based on things and stuff.

You may not start within the territory of the German or British Expeditionary Forces. You may start within the territory of the Provisionalist Government or the Majorities with the following exceptions

In 1917, the tiny nation of Belgium wasn't asking for much from the rest of Europe. It wasn't rattling its sword at any other nation, yet the fact that it was merely in Germany's way towards France meant that it was fair game. Despite its protests, both sides of the war eagerly turned Belgium into a massive battlefield, happy to keep the war out of their own borders.

The German Advance never seemed to stop. Belgium managed to deplay the advance long enough to have a Franco-British contingent to assist its defense, but the Germans made sure to throw the entire might of Berlin's industrial machine against the Entente to crack the nut open. Fortress cities such as Liége and Namur fell, Brussels was occupied, and yet the Krauts kept marching on and on.

King Albert and his wife even lived in the trenches, keeping morale together as Antwerp fell and the Belgians attempted one last final stand behind the Yser River. In a show of strength, the Germans tested out their newest invention: chlorine gas.

The Entente lines were unprepared and devastated. Thousands died in the initial barrage, including the queen, who was acting as a nurse. In the confusion, the Germans assaulted the Entente lines, dislodging them after fierce fighting. Among the dead in the assault was King Albert, who refused to run for the sake of Belgian morale.

With the monarchy reduced to children and the nation completely occupied, Belgium would surrender to the Germans the next day. Germany started to play on the historical Walloon subjugation of Flanders by offering substantial minority rights in a new constitution. This placated the resistance in the Flemish north, but made Walloons even more resistant to the new regime.

Despite the official surrender, many surviving regiments refused to lay down arms, and retreated into France. They would avenge the king and the nation, and drive the occupiers out. Reforming as the Belgian Legion, they would find themselves unofficially being absorbed into the British Army. For three years, they would serve side by side with the British.

After the British invasion of Canada, the British had an idea. With the seat of the Provisional government in Albany, and the empire pushing southwards from Halifax into Old America, an idea was hatched to do a two-pronged strike at the serphant's head. New York City served as a natural port to the Northeast, and the British quickly established a beachead. However, facing much higher guerrilla resistance than expected, the Brits balked at a northern march towards Albany.

That's where the Belgians came in. The Legion, now renamed the Corps Expeditionnaire Belge (After the volunteer group of the same name that intervened in Mexico in the 1860s), was entrusted with landing in NYC, and meeting up with British forces in a siege on Albany. However, after the British established pernament control of NYC, the Provisional government started preparations to abandon the city. By the time the Belgians landed in America, they already had moved to Chicago.

However, the Belgians still seized Upstate New York, and started to occupy the region. British supply trains kept the Belgians fed and armed, and with the lack of Germans constantly pushing at them, the morale of the soldiers improved. It seemed like things were finally on the rise for the remaining Belgians.

The rise of the Majorites checked that fantasy. The communists started a long march towards NYC, desperate in securing a port to facilitate commerence with the outside world. The British feared if they had the capability to hold the city, or if there were enough resources to even attempt a defense. Deciding that it wasn't worth the manpower to keep, the British hastily recruited and procured as many ships as possible to evacuate all their troops before winter or the majorites. Known as the Miracle at Manhattan, the entire garrison was evacuated in a single day.

However, for fears that there wasn't enough room, no one notified the Belgians that the British were leaving. Now stuck in a foreign land, with supply trains uncertain in the middle of winter, and the majorites approaching closer every moment, the CEB is barely hanging on to a prayer. With the occupation of Belgium becoming more and more legitimized every day, the exiled Belgians are trapped with no home to go to

So, basicly, I have it so that the Belgian invasion went basiclly the same it did, except two years later.... meaning Germany has even more effective chemical munitions before any countermeasures are developed. In reality, the last stand at Yser was the first major Belgian victory since the opening of the war, and was a huge moral victory that kept the nation together

There had long been a monarchical tradition in Quebec, with Chateau Frontenac a favored Summer retreat of the Washingtonian Aristocracy. It is not suprising that, even as the rest of the country turned on the Monarchy, Quebec retained it's tradition. Fabienne de Virginie was something like fifteenth in line for the crown, but her popularity in Quebec quickly saw her propelled to the head of a Parliamentary Monarchy.

With the collapse of monarchy, the long-oppressed Cajuns living in Louisiana decided to rise up against the Protestants that were despoiling their country. From all of them, the Count Dudley J. Leblanc was the most vocal about the independence of the Cajuns, and later, as they gained support from Creoles and other Roman Catholics, it was deemed that indeed, the entire region of Louisiana must be retaken from the Protestants that run afoul.

In order to do that, however, help had to come from somewhere. And that place was Europe. To be exact, from the Pope. Seeing the humanitarian crisis that was America, they sent in their most trusted weapon.

The Society of Jesus.

An enormous mission was sent as all Jesuit missions working in the USA were recalled towards the Loyola University New Orleans, which is now the HQ of all Jesuit activities in Louisiana and elsewhere in the USA. Furthermore, an enormous help from Europe to the "poor starving Jesuits in New Orleans" was sent. It was humanitarian supplies...and weapons. Plenty of weapons.

Once statehood was regained, the Jesuits were quick to convince Count Dudley J. LeBlanc to sponsor a mission on converting the poor misguided Protestants. One way or another. It wasn't too hard, as they promised them food, shelter and privileges. Those who did not comply, well, their souls better find their sacred predestination in heaven, as they were killed or hanged to the nearest post.

The Empire of Japan was essentially a product of US as the Americans were the ones that opened Japan to the rest of the world and caused the collapse of the Tokugawa Shogunate and the rise of the Japanese Empire under Emperor Meiji. Japan industrialized fast and beat in two wars Qing China and Imperial Russia. Now, stronger than ever, Japan turned to the East and invaded the US. In 1920, Hawaii was captured. In 1922, an Expeditionary Force led by Generalissimo Oyama Iwao landed on Los Angeles after a fierce bombardment. His orders are to conquer as much of the Western Coast as possible, to be used as an "independent" Japanese Republic populated by Japanese farmers, in order to solve the overpopulation problem of Japan.

The Apache people, a collective term for a group of seven tribes, resisted fiercely the encroachement of the Mexicans and the Americans onto their traditional lands. The Apache fought several wars against the Mexicans, which ended with the United States conquering the territory.

However, the peace between the Apache and their neighbours was shortlived. Encroachement by American settlers and the Army resulted in raids (a traditional activity among the tribes of the Southwest, and considered distinct to actual warfare) by the Apache, which were responded to by counter-raids and reprisals against civilians by the Americans. The Apache Wars lasted for almost thirty years, a constant low-burning war of raid and counter-raid by both sides against civilians and soldiers alike.

The Apache Wars ended by treaty between several Apache chiefs and the Empire. The Emperor took on the title High Chief of the Apaches, and the tribes were too make peace with the settlers. However, this peace was barely noticed - an uneasy peace, punctured by the occasional bout of violence between Apache tribesmen and settlers, ruled the day for almost 30 years.

With the collapse of the American Empire and the abdication of William, the Apache saw their chance. Dasodaha, or Only-Sits, led the chieftains of the Apache to declare a rebellion against the Americans and establish their own Apache Nation. Once again, the Apache ride!

Maximal Territory: I guess the maximal extent of the territory the Apache intend to claim is given in this map (the beige).
