How do I "work" the resources in the ocean tiles (not fish or whales)

IIRC, Lighthouse gets +1 food per water tile; Harbor extends ocean TR range and connects ports on separate land masses; Seaport gets +1 hammer AND gold per tile; all within the city limits .

Thus, given time, a 1 tile island with all 3 improvements, in the middle of the ocean, would yield in water tiles ONLY : 36 food,18 hammers, and 18 gold; not counting the island tile itself, without work boats . Any resources would be a bonus for Gilligan's Island .

Direct from double-checking the game's XML:
Spoiler Vanilla and GnK :
Lighthouse
  • +1 Food on all sea tiles, regardless of whether there is a resource on the tile
  • +1 Food on Fish, additive with the other Food bump to sea plot yields, regardless of whether the fish is improved. (ie, has fishing boats improvement)
Harbor
  • +1 production on sea resources, whether or not they are actually improved
  • acts like a road-network connection to the capital if there are other 'connecting' elements in other cities to hook-up into, such as another harbor and from there a network of roads.
Seaport
  • +1 Production and +1 Gold on sea resources, regardless of whether they are improved (ie, a fishing boats or oil platform terrain improvement does not have to have been made on the tile)
Spoiler BNW :
Lighthouse
  • +1 Food on all sea tiles, regardless of whether there is a resource on the tile
  • +1 Food on Fish, additive with the other Food bump to sea plot yields
  • +1 production on sea resources, whether or not they are actually improved
Harbor
  • 0 effect on sea plots. Its effects are all trade-route related, including the internal connection to the capital
Seaport
  • +1 Production and +1 Gold on sea resources, regardless of whether they are improved (ie, a fishing boats or oil platform terrain improvement does not have to have been made on the tile)
