You can edit a map in the Worldbuilder, which is available for free as part of the Civ V SDK. Go to your Steam Library, select Tools and scroll down to find the SDK.

Be aware that maps you save do not save the locations of ruins. If you want the human player to always be at the same starting location only select one starting location in Worldbuilder.
