Socialist Realism does compete with Young Pioneers. Not all your puppet cities are going to have factories right away. It can also be useful if your going for Dictatorship of the Proletariat.
 
Resettlement might be good if you just scaled up the idea a lot. Instead of starting with 2 citizens, new cities could start with 5 citizens and a bunch of first-tier buildings (Workshop, Market, Library, Colosseum).

No matter how many extra citizens you get, it will either be weak or even detrimental if you found a city only for the resources (which is pretty much the only reason to found a city so late in the game) and have to deal with extra unhappiness.
Making the city productive is expensive and it's dubious if the initial investment will pay off. That being said, Skycrapers + Big Ben + Mercantilism might make it feasible to found new cities in late Industrial, and a couple of free first tier buildings might be helpful, but it's still very situational. You're unlikely to found more than two cities this late in the game when the best spots are already taken. It would be much better -and more fitting for Order- if Resettlement (or a replacement tenet) would improve internal trade routes instead of very slightly accelerating the development of one or two cities in the late game.
