If Milan has hard evidence to support the notion that Genoa has given it a fair casus belli, then please could Milan provide this evidence? All we see is the flightiest and vaguest evidence that the King of Genoa may have some vague sympathy with Italian nationalists. This seems to us hardly something worth descending into internecine fighting for, especially when the fanatics are so active across Italy. We urge Milan not to be so hasty to contemplate war and ask our ally Genoa to be very careful that they do not act in the future in a way likely to disturb the legally sanctioned status quo in Italy.

We see no reason to suppose that Russia is doing anything more than reinforcing its border, doing precisely what Japan and the Confederation have been doing peaceably for the past several years. In our view, any other opinion is but warmongering or rumour and much more appropriate to the overenthusiastic war correspondent than to the noble statesman. We therefore, with due respect to all parties, do not in any way condemn the Russian troop movements.

As the influenza outbreaks in Europe and South America have shown, the nations of the world are not adequately prepared to face the spread of infectious diseases in this age where people are moving around the world more quickly and more often and are living in ever denser cities, conditions which are most conductive to the spread of disease. For this reason Flanders has decided to open the International Office of Health in Brussels, to which participating nations can send reports of disease outbreak to aid in the coordination of the tracking and control of infectious disease. All participating nations can request the latest information on the locations of outbreaks and the best predictions Flemish scientists, and those scientists whom other nations will hopefully send, can make about the future track of the disease. This information will hopefully help nations to more efficiently quarantine infected populations and to know whether or not a ship is coming from an infected port.

We find the recent buildup of Russian soldiers unacceptable. We move but 1/9 of our forces to Manchuria, and but 1/9 of our forces to Korea, and Emperor Ivan raises an army of outrageous proportions. What is the purpose of this army? To guard his port in Vladivostok? Do the Russians intend to march their armies further east to conquer the very seas themselves and North America beyond? We ask what purpose these men have and we fear the answer is war.


Japan would caution the members of the Emperor's League to choose a careful course of action. Japan holds no aggression towards the holdings of the Emperors, and reminds them they are dealing with an Emperor themselves.

We would like to announce that, given the success of this year's Balompié World Cup, the Empire of Spain will host the next Balompié World Cup in 1906. Sixteen nations (Spain included) of the five continents will be allowed to compete to ascertain which is the best Balompié player of the world.

Please, submit your petition to join. Should there it be more than fifteen applicant national teams, tournaments will be held to ascertain which of them become participants in the world cup.

We also call for the creation of an International Balompié Federation that will take charge of rule changing if it is found to be necessary, as well as the choosing of who has the honour of organising future Balompié World Cups.

We see no reason why we have to justify reinforcing our weakest garrison. Did we protest when Japan drastically increased it's troops in the region? No, we did not, we simply increased our own forces in the region to a level (which we would point out is similar in size in terms of percentage of overall forces to Japan's presence in the region) that will deter any attempted aggression against us in our eastern holdings. We are free to move as many troops as we see fit to any part of our Empire, just as Japan is, and if moving troops to a region is an "aggressive action" as you claim, remember it was you and the Franco-Burgundians who initiated this build up, not ourselves.

If you want our troops to leave, you are more than welcome to try and make them
 
OOC: I love how Milarqui's desperately trying to go for this multiethnic global British Empire type ideal, while almost every colony is trying to split itself off. I think its important to remember that the whole British Empire thing didn't hold together very well for the Brits either. :p

I thank you for having my back. I have never supported any kind of nationalistic thoughts other than the love of the city of Genoa. While I officially do not support the nationalistic groups in my small country I will continue to uphold freedom of speech and the news paper will not shut down. Freedom is the next great after all.

@erez: It was the Milanese who started the unification thing, but they deposed the present King of Milan's family first.
 
The Kings of Milan have always been against Italian unification.

OOC: Only the new dynasty. It was Savoy-Milan who led Italian unification in the last war. The current king would be against it as his family's rule was force upon Milan at the end of the Italian Crusade
 
Yes, that's right; the Kings of Savoy-Milan (who were at first only the Kings of Savoy) were the ones who led Italian nationalism, but the old and current dynasty, the dynasty of Milan alone - which is the same dynasty that ran the independent Kingdom of Milan back in 1830 - is very much opposed to the nationalists.
