Normally something like this uses NumBuildingNeeded as -1 for national wonders, it can be used to have a number 1 so that normal buildings may be build once a wonder is built.
This did work fully functional until the latest major patch, however now there is a bug, the building see's that the 1 wonder has been built but then the building builds indefinately instead of completing after it's build time.
