AI leaving cities empty

I have been in process of making the "nightmare before Christmas" mod and whenever I make changes I test it. The AI for the angels(formerly butoes) has left all their cities empty except their capital city(starting units that I gave them myself). It appears that they do not build any military units only settlers.
I am very confused please help

Edit: I am not sure how I fixed the problem but it had to do with @Units and @Unitsadvanced in the rules.txt
I switched some things around and the AI have begun to build units again.
