Game randomly doesn't announce city growth,

It happens at random. I'll see a city will grow next turn, but the next turn I'm not notified of the city growth. This can be really annoying if I'm not paying attention, since the automated cities aren't best at deciding optimization of tiles.

Are they small cities? Cities over a certain size (I think it's 5) don't tell you when they grow.
