City Radius and Mapscript questions

1. 3 hexes out

2. Little dotty islands outside the main one are more common in plus.
 
City culture borders can extend 5 tiles. As noted, only the inner 3 rings can be worked.
 
One more questions regarding mapscripts. In Civ4, I loved maps where I was by myself on an island while the other civs were by themselves on similar islands. We'd do what we did until about the renaissance and then all hell would break loose... or peace talks. It really kind of depended on who my opponents were.

My question is this: is there a mapscript like that in Civ5?
