Strange French (non) strategy

So I played my very first game on Emperor difficulty, managed to win a diplomatic victory in 372 turns as Poland (cultural victory would have come before turn 400).

My starting neighbors were Sweden, France, and America, with France being the closest to me. Napoleon was friendly toward almost immediately, and his stance never changed. Paris was landlocked, and in 372 turns, France never expanded. Paris had 28 citizens, and France was in dead last in all categories. I just thought this was odd, not sure why he just rolled over.
 
Check his social policy. It sounds like he went poety

Just checked and they took 5 Tradition, 5 Honor, 4 Aesthetics. Paris didn't have a religion.

The other thing that is somewhat confusing is that nobody picked on France. Sweden was beaten up for most of the game, being held to 2 or 3 cities and didn't have Stockholm. Nobody declared war on France.
