Building this international organization would allow every cities of a civilization to preserve its cultural improvements even after being conquered by an enemy civ. If the city is reconquested it wouldn't be necessary to reconstruct all temples, cathedrals etc. If the enemy conquers a city with cultural improvements and destroys them, or if it destroys the city, it should suffer international sanctions by other civs.

"building" an ecological organization would force every civs to respect some sort of protocol in order to reduce the amount of pollution produced. If a civilization doesn´t respect the protocol it should suffer international sanctions.
