Most Recent Peace Offerings

At least they don't seem to offer me their entire empire anymore, but they seem so random. One time I was totally smashing someone and they still didn't want peace forever. Then the next times they DoWed me they would offer a city when I hadn't even entered their borders yet, much less attacked any cities. Is it just that they had so many units the first time but barely rebuilt before the other DoWs?

As far as I can tell it seems that miscalculations account for this radical shift in Peace Offerings. I have encountered this too and know that if a particular Civ has their back against a wall sometimes they prefer to die by the sword than surrender, if it means becoming a non-competitor...
