Any way to connect a lux to an island city state?

Just got a request to connect silver to them but they're completely surrounded by water. It's a mostly island map I'm playing on. I have a harbor. Is there anything I can do?

Nevermind it automatically connected it the next turn lol. Guess the harbor did it's job.

city state resource connecting doesnt require anything like that. if you trade with a civ, work a tile, or get allied with a CS that has that lux then it gets connected the next turn. doesnt require harbors or roads or anything.
