Fort growth, road pillaging

Hi,

I would like to have forts grow even within the city limit, how can I do that?

I would like to be able pillaging roads (mostly for cleaning up my network, not to exploit AI weakness).

I would like fishing boats to be able exploiting fish inside city borders (because you can't exploit a plot 4 tiles from a big city e.g)
