Changing mechanics for captured cities (destroyed improvements)

I want to create a mod with different mechanics for city capture. I don't know how the algorithm works exactly in the standard game, but when you capture a city all culture improvements (and a random number of other improvements?) are destroyed. Is there any way to edit the game to change how this works? Even a brute force hex edit to simply remove this effect would be better than nothing.
 
You can set a scenario/mod to retain culture in captured cities in the "Scenario Properties"-tab in the (Firaxis) editor. I have never tried this myself, and I don't know if this will let you keep any of the culture-generating buildings in the captured city. I haven't seen or heard of any other way to modify how it works.
