AI ISSUE: building exec for no clear reason

See attached file. I am playing as Roosevelt/Americans. Sitting Bull recently capitulated to me, and I spammed his cities with my corporation, Sid's Sushi. All of his cities have a branch. However, if you examine Moundville (a small island near the Arctic,) you can see that he is building a Sid's Sushi Executive (27 turns to build). Not sure why this could be considered a good build for him -- the company isn't his, and he doesn't own any more cities that need a branch.

I've noticed this same problem. The produced executives just sleep in the cities after they are finished.
