The formula in the FAQ says that each smokestack represents a 1% probability of pollution occurring in the next turn.
Either I am phenomenally unlucky, or this isn't right. A city with just 5 smokestacks produces pollution steadily enough to require a settler's full time attention.
Perhaps the pollution rate is 1% per smokestack per *year*, so that I get substantially more when I am industrialized but the clock is still moving several years per turn? Or that the "1" is wrong? Or that the effect of each additional smokestack increases, rather the way population and city size increase?
