Question about road/railroad maintenance

If I have open borders with another civ and build a road or railroad in their territory who pays the maintenance? What if I upgrade a road to a railroad in their territory - who pays the increased maintenance cost for the railroad?

u pay the price for Rs/RRs which are in ur borders and in unowned borders regardless of OB. good to use within a CS or OB civ.

Thanks for the information. In my current game I built a railroad through Korea so that I could attack The Iroquois more efficiently. It worked splendidly. Having Korea pay for the maintenance just makes it that much better.
