Yes, in fact you'll probably gain experience twice as fast a congressman. Remember that the governships are already established offices, so it will be harder to take down an incumbent.

A socialist can easily get to the House (nice Urban district) , the Senate will be tough (a decent consevative base in the rural areas)...
for me it determines your opponents and how much funding you get.
