Hi everyone, just wanted to let you know that I have finished stages 1 and 2 of my Civics Balancing project, and felt it safe to post it here. Please download it, use it, and give me any feedback on how it might be improved.
EDIT: Updated Phase 2 to v 0.02: Universal Sufferage now grants +1 Gold and +2 Culture from Specialists.
The changes to civics in Stage 1 are as follows:
Hereditary Rule: +25 Culture Commerce; +2 Happiness from Castles
Police State: -1 Health; +2 Happiness from Jails (not REAL happiness, obviously )
Universal Sufferage: -25% War Weariness; +2 Hammers from Towns; +2 Culture, +1 Gold from Specialists.
Bureacracy: +50% Gold and Production in Capital; +3 Gold per Specialist; +25% No of Cities Maintainance.
Slavery: Pop Rush; +2 Hammers from Quarries and Mines.
Serfdom: +50% Worker Rate; +2 Food from Pastures and Farms.
Caste System: Unlimited Artists, Merchants and Scientists; +2 Gold from Plantations and Wineries.
Mercantilism: No Distance from Capital Maintainance; No Foreign Trade; +1 hammers from Camps and Plantations.
Free Trade: +1 Trade Route; +1 Gold from Lumbermill and Well; -1 Health.
State Property: +1 Food from Workshop and Watermill; -1 Happiness; +1 Specialist.
Environmentalism: +1 Happiness from Forests and Jungles; +6 Health; +25% City Maintainance Modifier.
Pacifism: +100% GPP; +1 Gold per Mlitary; +3 Culture per Specialist.
Stage 2:
Almost all of the changes of Stage 1, with the following additions:
Theocracy: req. Priesthood. +2 Happiness in State Religion Cities; -25% WW; -2 Happiness in Non-State Religion Cities.
Oligarchy: req. Horseback Riding. +25% GPP; 25% Gold per City.
Ecclesiastic: req. Writing. +1 Happiness in State Religion Cities; +25% Building Rate in State Religion Cities; -25% Science Rate.
Jurisprudence: req. Code of Laws. +2 Happiness from Courthouses; +25% Gold and Hammers.
Professional: req. Guilds. 25% Military Unit Production Modifier; +2 Hammers from Workshops and Towns. +1 Gold per Military Unit.
Organised: req. Assembly Line. +1 Happiness from Coal Plants and Factories; +25% Hammers.
Barter: req. Pottery. +1 Food and Hammers in Cottages and Hamlets; -1 gold in Cottages and Hamlets.
Cash Economy: req. Currency. +1 Gold from Mines, Pastures and Farms. -1 Food from Pastures and Farms and -1 Hammers from Mines.
Pantheist: req. Polytheism. +25% Research; +2 Happiness from Obelisks; -25% Culture.
Orthodox: +100% Culture rate per city; +1 Happiness in State Religion Cities; -25% Science Rate.
Also, Theocracy has been renamed Militant. Allows religion spread; 25% unit production rate in State Religion Cities; Produces -1 Happiness per Non-State Religion

A couple of other things. I plan to hold off on stage 3 until AFTER I can add more tags to the CivicsInfo XML-in order to do the final draft justice. Things like State Religion Commerce/Yield Modifiers, and Building Yield/Commerce Modifiers and the like are in the offing (or so I hope ).
Oh, and please note that this is for VANILLA CIV4 only. I will only do a WARLORDS version after the SDK modifications are done-unless you ask Stages 1 and 2 specifically, of course.
