Civ V not launching at all. [STEAM]

I recently purchased this game on steam and I have one complaint, when I try to press play on Civ V, it says "Preparing to launch Civilization 5" and then nothing happens. I do not get a screen asking for DirectX, and Civ 5 does not appear in the task manager. I literally just press the "Play" button and nothing happens. I have played the demo on my computer and it worked fine. I had a similar problem with "Total War: Napolean" and "Battlefield 3" but those both were fixed by updating my drivers.

I have:
Deleted and reinstalled Civ V
Updated Drivers
Restarted my Computer
Changed EnableGameCoreThreading to 0
Changed EnableTurner to 1
Ran sfc /scannow

Can you still play the demo?

Hi Crimson. The following fix may depend on the version of Windows you're using, I believe this fix was tested on Windows 7.

Go to the Civilization V shortcut or exe (sometimes shortcut works, sometimes exe, not sure why) and right-click it.

Choose "Troubleshoot compatibility." Two options should come up, choose "Try Recommended Settings." This will likely restrict you from using DirectX11, but the game should work just fine on DX9.
