Minutemen aren't ignoring terrain cost

For some reason, my minutemen units aren't ignoring terrain costs like they're supposed to. This applies to both units upgraded to minutemen and new-build units. I'm using BNW with the communitas unofficial patch.

I don't remember removal of that ability as part of the CEP, and looking through the mod files I can't find where it would be doing that if it is. Can anyone help?

An unoffical patch? Hm... When was this patch released?
