Does anyone know what techs are required to make Partisans? It can’t simply be the tech “Guerrilla Warfare”: I’ve had to deal with too many of them from civs that don’t have it. Is it some collection of techs?

To my knowledge it is only the Guerrila/Partisan Warfare. Partisans can be bought by diplomats from barbarians - thats the only way I can explain nations without techs having them.

I wish those were the only times they had them. Unfortunately, what happens is that, as I go out on a conquest spree, civs without Guerilla Warfare would lose cities but still sprout partisans. Makes it real difficult when I'm invading with Cavalry.

yeah, gunpowder+communism will spawn the occational partisan when uve captured a city but they wont really come out in force until guerilla warfare.
