as one of the main developers of WoC I can tell you the project is dead and no further development will be invested.
Since Civ5 is slow as slow can be we won't continue any work on civ5, the basic idea behind WoC was implemented in Civ5 anyway. We are considering a complete new project(not modding) but we need at least 4 or 5 programmers for this huge project we're planning, c++ programmers..
